Actuate Performancesoft Views Instrumental in the Best Audit and Performance Management System within the Fire Service in England

London, UK – May 29th, 2007 – Actuate Corporation (NASDAQ: ACTU), the leader in Business Intelligence, Performance Management and Reporting Applications, today announced that one of its pioneering customers, Royal Berkshire Fire and Rescue Service (RBFRS), has received a commendation from the Audit Commission for the best Audit and Performance Management system within the fire service in England.

The Audit Commission is an independent public body responsible for ensuring that public money is spent economically and efficiently in the areas of local government, housing, health, criminal justice and fire and rescue services. The Commission assesses the performance of authorities and the services that they provide for local people through the annual Comprehensive Performance Assessment (CPA), which help authorities to focus on improvement.

The Audit Commission commendation was awarded to RBFRS as part of a recent CPA operational assurance and is directly attributable to the work that the RBFRS IT team has put into creating a comprehensive performance management system which gives them unrivalled information visibility and improved decision making.

Jonathan Ball is Information Systems Manager at the RBFRS. Under his stewardship, along with a team of 6 IT personnel, RBFRS became one of the first UK fire and rescue services to implement a performance management system some 7 years ago. Using Actuate Performancesoft Views the team developed a solution that reported on performance indicators from all data sources. So successful was the work carried out by Jon and his team that it attracted interest from a number of other UK fire services and in those early years, RBFRS offered a hosted service to get other fire services up and running on the system. As a result of this program, more than 20 UK fire and rescue services today run performance management solutions to deliver complete performance visibility using Actuate Performancesoft Views.

Jonathan recognised some years back that the information and data needed to measure and improve performance existed in multiple IT systems within the service. The challenge was collating and extracting that data into one single view of performance across the RBFRS. In fact, even before it was mandated by government, RBFRS recognised the need to increase information and data visibility so that performance could be accurately reported, measured and improved.

Today the RBFRS team continues to improve the service’s performance by not only collating and gathering performance data, but by proactively using the information to alert changes in pattern and behaviour and so anticipate change and respond accordingly.

These high profile activities include statistics and changes or reductions in hoax calls, automatic fire alarms, accidental fires, malicious false alarms, arson attacks etc. These can now be measured, performance managed and targeted,” said Jonathan “We can see a marked decrease in many of these - particularly in accidental fires and malicious false alarms - since the implementation of our performance management system. The continuous information visibility enables us to identify at a very fine level of detail where changes of pattern are occurring and we can respond and take decisions based on this. This responsiveness is contributing directly to our improved performance and a better, safer Berkshire as a result. We are delighted that this focus on performance improvement has earned us this commendation from the Audit Commission.”
