Under the new £40 million contract Capgemini will build the system for the Department for Children, Schools and Families (DCSF) and host it from its early 2008 go-live date until early 2014. ContactPoint will contain only basic identifying information about children in England, and contact details for their parents or carers and for services working with the child or young person. There will be no case information and no subjective opinions about a child or parent. Access to the system will be restricted to authorised users who require the information as part of their job and who have been security-checked, trained and have the necessary authentication. ContactPoint will hold records of all children in England from birth until they reach the age of eighteen. It will extract the basic data needed directly from national and local sources – the data will initially come from Department for Children, Schools and Families, the National Health Service Connecting for Health (NHS CfH), the Department for Work and Pensions (DWP) and the Office for National Statistics (ONS); the system will be supplemented by other data sources over time. The DCSF and Capgemini will be working in collaboration to ensure the highest level of security for the system and for access to its contents. The design and operation of ContactPoint will adhere to the new international standard for information security management systems as well as conforming to the relevant government security standards and will continue to be reviewed by independent security experts during the system build. Once it goes live, the system will be run from a Capgemini secure data centre in the UK. Security will continue to be audited once the system is in operation. The contract to build and host the ContactPoint system follows the successful completion by Capgemini of the technical design under an earlier contract announced in 2006. Both contracts were awarded under the long-term partnering agreement that commenced with the DCSF (then DfES) in 2002. Over the past five years Capgemini has completed several key projects under this agreement and during this period the company has undergone three independent annual benchmarking exercises on its work at the Department, all of which have confirmed Capgemini’s delivery of value for money.
