An alleged shoplifter has been apprehended in Carmarthen thanks to live CCTV monitoring, bosses at St Catherine’s Walk shopping centre have said. This comes amid a fierce debate between the Dyfed-Powys Police Crime Commissioner, Christopher Salmon, and the local community as to whether or not CCTV can be justified.

Mr Salmon is cutting £44,000 from the Carmarthenshire CCTV budget, shifting the burden of security onto local business owners. Shops and shopping centres in the areas around Carmarthen, Llanelli and Ammanford will be entirely responsible for their own CCTV security as of April 2015.

The incident occurred at around 4pm on February 19th, 2015, when the culprit was caught on CCTV leaving the shopping centre, followed by a member of security. The culprit then got into a car and drove at the security guard before fleeing the scene. The occupants of the car were easily identified and arrested in the St David’s area of town, a short distance away.

Councillor Elwyn Williams, who represents Llangunnor, commented on the arrest, saying that the incident was proof that live CCTV monitoring is valuable. "Thursday's incident proves that we can catch people quickly… and also nip trouble in the bud with live CCTV monitoring.” When the CCTV budget is stripped in April, local businesses will be left picking up the slack.

A spokesperson for AlertSystems, a company specialising in commercial security systems has also commented on the situation, saying:

"CCTV has prevented crimes up and down the country in the last 40 years. Not only is it a fantastic deterrent, but a large number crimes that are still committed are either solved with CCTV surveillance, or could have been solved had CCTV been installed in the area.

“CCTV has come a long way over the last 40 years too. We have cameras capable of HD recording, facial recognition, thermal imaging and even ANPR (Automatic Number Plate Recognition).
