APSCo Responds to Queens Speech Thursday 28 May 2015 PDF Print The Government’s Enterprise Bill, unveiled in yesterday’s Queens Speech, has been welcomed by the Association of Professional Staffing Companies. The bill will include measures to reduce regulation on small businesses in a bid to boost job creation. It will seek to cut red tape for British business by at least £10bn and, for the first time, require independent regulators such as Ofcom, the Financial Conduct Authority and Ofgem to contribute to that target. Commenting on how the proposals will benefit the recruitment profession, Samantha Hurley, Head of External Affairs & Compliance at APSCo, said: “APSCo welcomes plans to cut red tape to make it easier for firms to do business, particularly SMEs. The professional recruitment sector has, for far too long, laboured under the restrictions of inappropriate, contradictory one size fits all legislation written to protect the potentially vulnerable workers in the blue collar staffing sector. It’s encouraging to see that the Government will be working with independent regulators to help meet its target”. In addition, the new Enterprise Bill proposes to create a new Small Business Conciliation Service, to help settle disputes between small and large businesses, especially over late payment practices. “We particularly welcome the proposed offering of a conciliation service as we believe that any measure which helps to engender a responsible payment culture can only be a good thing. However, the proposed conciliation support does not address the ‘pay when paid’ issue, which is a problem specific to the recruitment sector.
