New router-based IP-VPN for large corporates New MPLS-based IP-VPN QoS for
high-performance SLAs - UK launch

Cable & Wireless, the global telecommunications group, today (12 December
2000) announced it has further enhanced the functionality and global
availability of its IP-VPN (Internet Protocol virtual private network)
solution portfolio. The IP-VPN solutions can now be scaled to meet the
needs of all companies, from small and medium-sized businesses to
multi-national corporations.

With the new enhancements, Cable & Wireless now offers IP-VPN solutions in
22 countries and expects to deliver next generation IP-VPN services in 80
countries over the next 12 months. Cable & Wireless' IP-VPN solution is
part of the company's product strategy to deliver uniform IP-based
communications solutions across the globe to business customers.

Rather than a one-size fits all approach, Cable & Wireless IP-VPN is
designed to deliver IP-based networking solutions to meet each customer's
unique requirements. Customers benefit from:

· Enterprise-class network connectivity for mission-critical applications
between customers, trading partners and employees with maximum security
across a wide geographical area.

· A scaleable managed customer premises equipment (CPE) IP-VPN platform to
support a customer's business as it grows globally.

"The Cable & Wireless state-of-the-art IP-VPN solution solves the
challenges many businesses face with guarantees of secure business
communications and the protection of internal networks," said Rick
Flamand, vice president of IP Communication Products at Cable & Wireless.
"Cable & Wireless has developed a set of solutions that delivers on
availability, performance, and scalability requirements that are unique to
each business, as well as management of a customer's continuously
expanding network. With IP-VPN, our customers can leverage the power and
reach of the Internet to compete on a global scale."

New router-based VPN solution for large corporations
Cable & Wireless has enhanced its IP-VPN portfolio with the addition of a
router-based VPN solution using Nortel Networks' ContivityÔ VPN switch
platform and network management solution designed to meet the networking
requirements of large and multinational corporations.

Existing firewall-based VPN solution for small and medium-sized

The new solution adds to Cable & Wireless' IP-VPN portfolio, which already
offers a firewall-based VPN solution using software and hardware from
Check Point Software Technologies and Nokia deployed at the customer
sites. This firewall-based solution is designed for small and medium-sized
businesses that require secure, firewall-protected, Internet access from
each customer site.

Combined with certificate authorities, Cable & Wireless Internet Access
and Global Dial products, the Cable & Wireless IP-VPN solution provides a
very powerful CPE-based, IP Security Protocol (IPSec) service. IP-VPN
solutions are tailor-made, managed end-to-end services that offer
equipment and dedicated access to Cable & Wireless' global IP backbone, as
well as continuing support. Cable & Wireless IP-VPN provides the latest
advances in fast, reliable, secure networking that ensure both the
security of business communications and the protection of internal network
resources. Cable & Wireless further brings to the table a new concept at
the network level - one of the fastest and most reliable IP backbones in
the world, now reaching across the US, Europe, and Asia.

New IP-VPN Quality of Service for high-performance SLAs

In addition to offering an IPSec based product, Cable & Wireless also
offers IP-VPN QoS, a multiprotocol label switching (MPLS)-based VPN
service, which is now available in the UK and from April 2001 will be
extended to Europe and the US. This service includes multiple quality of
service (QoS), enabling real-time applications for large customer
configurations, such as voice and email, that require different service
level agreements (SLAs) to suit specific needs.

This is the latest step in Cable & Wireless' plan to move toward offering
a single, ubiquitous global IP-VPN service which will make flexible use of
both IPSec and MPLS, and will offer industry-leading SLAs and QoS across
the world.

"The new concept, which we expect customers to become familiar with in
these next few months, is that the distinction between private network and
Internet has vanished," said Bill Davis, senior director IP-VPN, Cable &
Wireless. "Cable & Wireless is the first provider to own such a large
global Internet backbone that customer's traffic never has to leave the
Cable & Wireless domain. That means that we can apply QoS, very high
performance SLAs and a level of control and security, which has previously
not been achievable in this technology."

The customer's traffic passes over Cable & Wireless' network, and through
wholly owned Secure PoPs, conferring an extremely high level of security
in itself. Cable & Wireless is also raising the barriers with Layer 2
separated tunneling through MPLS or IPSec, public key infrastructure (PKI)
authentication and encryption, which amounts to a better level of security
than that achieved on ATM or Frame Relay networking technologies. And of
course the customer gains the enormous benefit of very high-speed capacity
across the world.

Cable & Wireless IP-VPN is now available in 22 countries across Europe,
North America and Asia with a rollout plan to reach 80 countries within 12
months. Cable & Wireless IP-VPN QoS is now available in the UK and is
expected to be available in other parts of the world in the near future.
