Leverages Knowledge, Experience to Deliver Industry's Only Customised Solutions for Provisioning and Managing High-Speed Networks

Universal Access Inc. (NASDAQ: UAXS), a leading provider of network infrastructure services, today unveiled UniversalNETSM, a family of first-to-market, customised solutions designed to address the worldwide problem of skyrocketing times to provision high-speed network connections, which costs service providers billions of dollars in lost revenues yearly.

UniversalNET utilises Universal Access' industry-leading products and services to deliver complete, tailored solutions for each of the company's three target customer groups - telecommunications service providers (TSPs), Internet service providers (ISPs) and application service providers (ASPs). The three solutions are being introduced as UniversalNET TSP Advantage, UniversalNET ISP Advantage and UniversalNET ASP Advantage.

"Months-long bottlenecks in provisioning off-net high-speed data lines cost carriers real money in foregone revenues," said Ron Kaplan, analyst with International Data Corporation. "Universal Access has established itself as a trusted intermediary, enabling it to work with suppliers to compile the databases and make the contacts that allow it to provision multicarrier networks and to do it significantly faster than its clients could do so themselves."

According to Robert Pommer, vice-chairman and chief marketing officer of Universal Access, UniversalNET leverages the company's experience within each market segment to offer customised solutions to make the planning, provisioning, installation and management process of high-speed circuits more efficient and complete.

"We've gained crucial knowledge and acquired valuable networking information in working together with organisations of all sizes and types over the last three years," he said. "UniversalNET leverages that knowledge and experience across a given customer segment to deliver a proven, tailored solution. It also allows us to be more efficient and effective because we don't have to 'reinvent the wheel' every time we begin to address a customer's order. By reengineering our unique service offerings, UniversalNET will help our customers be more successful."

Backed by the entire range of Universal Access' leading-edge products and services, UniversalNET will accelerate speed to revenue by an average of three to six months for OCN circuits over industry norms for TSPs, ISPs and ASPs while reducing the operational and capital expenses of these organisations.

UniversalNET TSP Advantage, ISP Advantage, and ASP Advantage are customised solutions suites that address the specific needs of these types of service providers. These solutions allow service providers to more efficiently manage the functions of their network build-out and network expansion, incorporating off-net procurement, management and operations of high capacity private line circuits from multiple vendors. In addition, UniversalNET solutions offer the physical site infrastructure to connect networking equipment to large amounts of capacity across diverse locations using multiple carrier networks.

By utilising UniversalNET, service providers gain the following key benefits:

· On average, three to six months faster installations for OCn circuits as compared to the industry norm averaging between 150-240 days (Source: The Yankee Group) - resulting in faster turn up of services for improved time to revenue

· Six to twelve months acceleration over building new facilities by utilising Universal Access' transport interconnection facilities while realising significant operational and capital expenditure savings

· A single point of contact for planning, quoting, provisioning, installation, network management, carrier relations and billing to maximise efficiency of back office systems

· Substantial enhanced revenue opportunities as a result of partnering with other UniversalNET clients

· Optimised circuit design that ensures the most cost and network effective solutions

· Faster trouble resolution

"TSPs, ISPs, ASPs and other buyers of network capacity are under tremendous pressure to quickly turn up service for customers and begin deriving service revenues," said Pommer. "By creating UniversalNET, we are strategically focusing the unique combination of our proprietary carrier network database and state-of-the-art interconnection facilities to proactively meet the unique challenges faced by buyers of high-speed networks in each of these segments."

The value drivers behind UniversalNET equip service providers with an invaluable tool for network administration, performing such functions as contract and invoice management, installation management, trouble resolution management, revenue commitment management and network reliability planning. UniversalNET solves the problem of managing "off net" infrastructure, protecting carriers' confidential information and enabling service providers to focus on their core competencies.

"No other company has built a comprehensive product and service suite like our-one that proactively addresses the daunting challenges of reducing circuit provisioning and network expansion times to support the delivery of voice and data traffic that is required by service providers today," said Pommer. "With UniversalNET, Universal Access continues to deliver the cutting-edge solutions that the industry demands. This is the first major component of what we anticipate to be a long line of new and innovative solutions."

UniversalNET's foundation is based on the Universal Information ExchangeSM (UIXSM) database and the Universal Transport ExchangeSM (UTXSM) facilities. The UIX consists of a proprietary database containing capacity, availability, physical location and pricing information from over 70 transport suppliers and more than 150,000 physical sites. Universal Access' UTX facilities provide interconnection points between multiple network service providers and local and long distance transport suppliers. The information held in the UIX databases complements the UTX facilities and allows Universal Access to provision circuits more effectively and efficiently - enabling its clients a faster turn-up of services.
