Faced with the task of enforcing a new tax law, Inland Revenue turned to ActionPoint’s products and EDS to create a solution that would help accurately and efficiently process the millions of forms arriving from citizens who potentially qualified for the new tax rate. The system had to handle millions of documents in the first year and the timescale for implementation was so tight there was no time to run a pilot or to perform thorough testing before the system went live. ”Information capture is a vitally important aspect of the system,” said Allan Graham, Project Manager for EDS. “If you think about the volumes of data and the time constraints, we couldn’t afford to have bottlenecks or run the risk of capacity problems in future. InputAccel had been deployed successfully in a previous high-volume data capture project, so we knew it was up to the task.” 7.5 million taxpayers mailed in applications to Inland Revenue to determine if they were eligible for the tax program. Using InputAccel, incoming forms were scanned to confirm the sender’s identity, extract information needed for the evaluation, and capture an image of the entire form so it could be archived for later reference. InputAccel certified partner, Neurascript, also supplied modules to help extract additional data from the forms. ActionPoint Enterprise Server was the workflow process manager and backbone for the entire information capture process. “We had developed bespoke systems around the InputAccel platform before and found it very accommodating. Knowing that it would be easy to integrate with the other aspects of the system was an important comfort factor. We also knew it could handle high volumes of traffic from the outset and that it would continue to cope if we needed to scale the system up,” said Graham. The system has been in place for over a year and has handled more than 2.7 million forms. The EDS team believes the project provides a model for future forms processing applications. For customer verification requirements, such as date of birth, keying of information has not been entirely eliminated. Even so, Allan says that around 70 per cent of forms are now captured and processed automatically with no operator intervention. Furthermore, overall efficiency has increased by a factor of four.
