Edwards, CSL and Deloitte & Touche, announce that they have won a valuable contract to provide the City of Westminster with J.D. Edwards' OneWorld solution. The project, focusing on financial systems, has been completed by a joint team involving the City Council, J.D. Edwards, CSL and led by Deloitte & Touche Management Solutions. The City of Westminster sits in the heart of London and is home to over 200,000 citizens. The daytime population exceeds 1 million as a result of business, commerce and tourism. Within Westminster's boundaries there are many prestigious landmarks and commercial centres. These include Buckingham Palace, Whitehall, Trafalgar Square, Soho and Oxford Street. The Council employs more than 4,000 staff, distributed across two central sites and a network of local area establishments including schools and Social and Community Service centres. Of these, 800 will be registered users of OneWorld and at least 200 will access the system each day. OneWorld will be critical to the day to day management of council finances and management reporting. With the implementation of the foundation, financial and distribution modules of OneWorld, the Council expects to improve its financial reporting, identifying key cost drivers and in turn improving financial management and analysis. The partnership of Deloitte & Touche, J.D. Edwards, CSL and Prestige Systems was successful in the face of stiff opposition from other leading ERP and best of breed solutions. It is understood that the partnership offered the City Council the 'economically most advantageous' solution and enabled them to meet their stringent payback targets. Within the overall evaluation, OneWorld proved especially attractive on the base functionality, reporting capabilities and user friendliness. Westminster required implementation in a nine-month time frame in order to facilitate the decommissioning of mainframe legacy systems. OneWorld forms part of Westminster's IT strategy to migrate all systems from the mainframe to more cost effective and responsive IT platforms also maximising the benefits to be gained from new technologies. The City Council considered the partnership to contain the required skills, expertise and knowledge to achieve the ambitious targets in terms of cost, timescales and quality.
