* Deloitte Consulting launches global perspective on next generation mobile

Mobile operators who believe that managing the risks of investment
in spectrum licences and network infrastructure are the biggest challenges
of 3G fail to recognise the fundamental changes that they must undertake in
order to capitalise on this lucrative market, according to a new perspective
released today by Deloitte Consulting. Billions have been spent on buying
spectrum, and many more will be spent on building new networks. But mobile
operators need to address a much broader set of strategic challenges in
order to fully realise the value that 3G networks will bring to the
telecommunications industry.

"Operators face major implementation challenges when preparing to
introduce 3G services," says Thor Johnson, Senior Manager, Global
Communications Practice at Deloitte Consulting. "The migration to 3G will
require operators to create new business processes, re-focus their current
IT infrastructures, develop new organisational capabilities and implement
proven revenue assurance procedures to maximise revenue integrity across the
new value network. And to ensure long-term success, they must implement
those changes in record time."

Operators had little choice about moving into the 3G world, Johnson
says. "Operators are under extreme pressure because of falling voice
revenues, saturation of 2G networks, increased customer churn, and high
valuations placed on them by capital markets. But to build a long-term
successful business, operators need to fully align the organisation behind a
strong, strategic programme of change."

"Instead of worrying about what the killer application is eventually
going to turn out to be, operators need to think about how to build a
business that is ready to meet an unpredictable customer demand for services
that haven't even been built yet," Johnson says. "Operators are going to be
working within a new Digital Value Chain in ways that they have never done
in the past. The opportunities presented by 3G are huge but many operators
fail to recognise the countless elements of their organisation which must be
re-invented in order to capitalise on this market. The challenge of 3G goes
'beyond the network' and understanding these challenges is crucial to
long-term success."
