One of the UK's leading providers of e-government software has
joined forces with Europe's largest trust services provider to
help councils meet the government deadline for opening up their IT
systems to citizens and businesses.

The alliance will deliver a new generation of e-government
applications embedded with the three key attributes needed for
on-line trust and security: robust authentication of users, strong
encryption, and legally recognised digital signatures.

Partners in the deal are software company Radius, whose solutions
are already generating savings and efficiency gains at approaching
half of Britain's 450 local authorities, and digital certificate
services supplier Royal Mail ViaCode. ViaCode security is in use
with a number of central government departments and the Government
Gateway, as well as a large number of commercial customers.

"This agreement is set to deliver a result that is greater than
the sum of its parts," said ViaCode managing director Jim Pang.
"The integration of our digital certificates with Radius
applications will enable local authorities to give easy on-line
access to both internal and external authorised users, but prevent
hackers from reading or altering confidential and sensitive

"Council staff, suppliers and local businesses will also be able
to use their ViaCode certificates with Radius to apply legally
admissible digital signatures to electronic procurement, payments
and other key administrative instructions, removing a further
wasteful tier of paperwork."

Radius managing director Phil Benton says local authorities had
been set a challenging deadline, but have been reluctant to move
because of fears over trust and security.

"Partnering with ViaCode we've removed that barrier. Now councils
can give ratepayers and suppliers secure and authenticated access
to services through our eLGPortal, while using our authenticated,
encrypted and digitally signed applications for internal and
external e-business activities. It's affordable, it's practical,
and it works."

widely-deployed public key infrastructure (PKI), operated to
standards that set a new international benchmark for thoroughness
and integrity. ViaCode digital certificates are valuable and
credible. Issued only after rigorous proof of identity, they are

secure key-backup and recovery facility means critical
