And with thousands of combat personnel depending on high velocity, precise deployment of armaments, equipment and provisions, effective logistics is vital. The MoD’s Defence Storage and Distribution Agency (DSDA) got the go-ahead for a massive ground-up overhaul of their entire logistics machinery in 1999. Since then, roll-out of EXE Technologies’ state-of-the-art EXceedTM warehouse management system (WMS) to the Army, Air Force and Navy has replaced inefficient paper-intensive systems, and provided logistics which can match the operational pace expected of the three fighting services. Signicantly, the multi-site implementation has been completed on time, and to budget in an environment in which change is not always easily achieved. Head of the implementation project team, Lt. Colonel Jim Ritchie, says that the increased pace of conflict has meant that forces must seize tactical and operational opportunities immediately. “Integration, visibility and velocity of the supply chain increases the speed of logistical response and reduces operational decision cycle times.” He says that the DSDA, through what became Defence Logistics Organisation (DLO) reinvented itself on the back of a world-class Warehouse Management System (WMS) from EXE called BODMS (Base Ordinance Depot Management System). The DLO awarded the contract to EXE, based on results already achieved with the RAF’s Warehouse and Transport Management System (WTMS) and the Army Base Storage and Distribution Agency (ABSDA), and EXE’s proven record of multi-site implementations with international corporations. John Mace, Head of Defence Projects for EXE; says that with over 1,500 potential users of the system and differing methodologies at each of 70+ warehouses, EXE had to accommodate everyone’s needs yet ensure that system integrity and best practice were maintained. Roll-out was to an immediate user population of 300 personnel, many of whom had been with the organisation for a number of years and had not previously used computers or radio frequency (RF) equipment. Such was the success of the first ‘go-lives’ in Bicester that the team took the decision to roll out the whole of the Donnington DSDC - 20 warehouses - in a single weekend. Overall the team implemented the EXE system successfully at over 70 warehouses in just 4 weekends. EXE’s solution has resulted in a large number of improvements for DSDA. “We had to develop a system that would drastically increase productivity, and achieve an infinitely better level of stock visibility and labour management – the system has scored on all three points,” says Col. Ritchie. He sees visibility as one of the many areas EXE can assist them to reduce future costs. “In the past, trying to establish what stock was held was a very long-winded process. By using EXE’s WMS we have instant, accurate and timely information and total visibility of all stock in every location,” continues Col. Ritchie. He says although it is still too early to quantify the exact benefits, the process improvements speak for themselves. “The major benefit of course has been in working towards convergence of systems between the three Services. EXE’s solution and sheer hard work has been instrumental in that process and we already have evidence that the system is delivering a real financial return on investment.” EXE continue to work on the project and the next few months will see the extension of the EXE WMS to other DSDC’s and the use of EXE’s Warehouse Optimizer.
