Software AG’s XML Technologies Selected for the Welland Market Town Portals

Bracknell, UK, October 9th, 2001: Software AG, Europe’s largest systems software company, today announced it has been selected by the Welland Partnership to design and implement an XML based architecture to support integrated Electronic Service Delivery (ESD) in the East Midlands.

The Welland Partnership involves five Local Authorities spanning four Counties and is a prime example of the co-operative way of working being encouraged by central Government. It comprises East Northamptonshire Council, Harborough District Council, Melton Borough Council, Rutland County Council and South Kesteven District Council.

The Pathfinder initiatives are projects selected for special funding by the Department of Transport and Local Government Regions (DTLR) as examples of best practice in e-government.

The Welland Portal development is an innovative, multi-agency project intended to provide easy access to the information and services available from public, private, voluntary and community sectors across the 11 market towns in the Welland area. It will provide 24 hour a day, 365 days a year access to services for approximately 350,000 people.

The portal front end being developed by Rutland On-line Ltd (ROL) is based on a successful award winning design that has been providing community based information for Rutland County Council for a number of years. This design is being replicated for 11 market towns across the Welland area and is being extended and enhanced to support ESD involving all five of the local authorities in the Welland partnership.

The approach proposed by Software AG strikes a sensitive balance between the immediate technical requirement for an operational portal, and the medium term organisational need for a framework designed to be the foundation for local authority ESD.”

Software AG’s solution is based on a proven re-usable technical architecture that will allow the Welland Partnership to extend the solution provided to other business areas and to many different types of e-Government projects. This approach reduces the level of risk and provides a high degree of protection of investment.

This pathfinder project is submitted by the Welland Partnership (approx 350,000 population) comprising East Northamptonshire Council, Harborough District Council, Melton Borough Council, Rutland County Council and South Kesteven District Council. It crosses traditional local authority boundaries and has wide ranging support from a range of organisations and agencies from the public, private, voluntary and community sectors. All five authorities are committed to integrating their ESD strategies across the Welland area by July 2001, and to meet the Government’s target of 100% of services capable of electronic delivery being achieved by 2005.
