East Ayrshire Council is offering a bill payment service on the web, thanks to a partnership with Girobank, Alliance & Leicester’s commercial banking arm. Girobank’s Internet BillPay ( allows customers to pay bills over the internet using their own debit card, without the need for an on-line bank account.

East Ayrshire Council is joining more than 130 organisations that already accept payments via Internet Billpay, including other councils, utility companies and the Inland Revenue. It also makes it easy for anyone in East Ayrshire to help the environment as Girobank is donating £1 to the Wildlife Trust for every person who registers to use Internet BillPay (up to a maximum of £6,000).

Councillor Drew McIntyre, Leader of East Ayrshire Council, explained: “We are delighted to be able to offer residents a further choice of how they pay their bills.

“It means we are off to a flying start to reach the Government’s target of 100% of transactions with local councils being possible through electronic means by 2005.”

Mary Hanrick, Senior Marketing Manager at Girobank, added: “Girobank BillPay makes paying your bills quick, easy, secure and convenient. We are delighted to be working with East Ayrshire Council to give consumers and businesses the chance to make the most of the internet.”

The service is totally secure as it uses the latest encryption technology and unlike some sites, details of debit cards are not retained on any internet server.

Registering to use BillPay takes only a few moments and is carried out completely online. First time users are asked to choose a password and will receive a unique user number before entering their debit card details, and the amount and company they wish to pay.
