Loudcloud's Opsware(tm) Automation Technology helps make ukonline.gov.uk
more stable and reliable




15 November, 2001 - London - Loudcloud Inc. (NASDAQ: LDCL), the leading
managed services provider, today announced that the Office of the e-Envoy
(OeE) will outsource the Internet operations of ukonline.gov.uk, to
Loudcloud. Ukonline.gov.uk, a key component of the Government's drive to
deliver all government services electronically, will be hosted using
Loudcloud's suite of cost effective managed services powered by its Opsware
automation technology.




The OeE, a part of the UK Government's Cabinet Office, is responsible for
driving the government's online agenda. The goal of the UK Online campaign
is to enable everyone who wants it to have access to the Internet by 2005,
make all UK Government services available electronically by 2005, and to
make the UK the best environment in the world for e-commerce.
Ukonline.gov.uk is a key component to meeting these targets as it provides
society with a single access point to all of the UK government's services
and information.




The combination of Loudcloud's managed services and its unique Opsware
automation technology, which automates many of the tasks associated with
running a major Web site, creates a reliable foundation that will power
ukonline.gov.uk. By selecting Loudcloud, the OeE is re-affirming its
commitment to provide the best possible service for society, both in terms
of value for money and user experience when interacting with the Government.

Loudcloud will provide the UK Government with all of the components required
to create and maintain a world-class Web site including: site architecture,
hardware and software selection, co-location, network connectivity, ongoing
management and services, and the ability to automatically add bandwidth and
services as the site grows. These services are enabled by Loudcloud's
unique Opsware automation technology and backed by Loudcloud's
industry-leading service level agreement (SLA) that ensures 24x7x365
service.

About UK online initiative



A single web address (http://www.ukonline.gov.uk) gives access to all UK Government
information and services online, 24 hours a day, 365 days a year. The site
was launched in December 2000 and regular enhancements are made to improve
content and increase functionality.




The priority in developing the site was to ensure a friendly and accessible
experience whether you're new to the Internet or a frequent user. Content is
organised around the needs of the citizen, to make dealing with government
as easy and seamless as possible. For example 'Life episodes' enable the
user to access all the information about a particular event without having
to understand the workings of government.




ukonline.gov.uk provides a structured way of accessing and linking to
existing information available online. Once fully integrated, using
ukonline.gov.uk in conjunction with the Government Gateway, it will be
possible to carry out online transactions, like registering a birth online
or submitting a tax return electronically from a single point of access.




About the OeE



The Office of the e-Envoy was set up in September 1999 as part of the
Cabinet Office, and is headed by Andrew Pinder who was appointed e-Envoy in
January 2001. The creation of the Office of the e-Envoy followed a central
recommendation of the Performance and Innovation Unit's report.




Patricia Hewitt, Secretary of State for Trade and Industry, is the
e-Minister with overall responsibility for the Government's e-agenda. She
champions the e-agenda at Cabinet level, provides the Prime Minister with
monthly progress reports, and takes overall responsibility for the
Government's e-strategy. Douglas Alexander, Minister of State for E-Commerce
and Competitiveness, takes the day-to-day lead on e-commerce issues. Lord
Macdonald of Tradeston CBE, oversees e-Government issues.





The Office has responsibilities across the whole e-agenda, notably
e-commerce and e-government. The Office has two main teams:



1. Policy Team - this team focuses on operational and infrastructure
strategies.



2. Delivery Team - this team will take forward specific e-Envoy
projects
