- Early contract renewal for HM Customs & Excise system -

HM Customs & Excise has just announced that a new contract for continued provision of the CHIEF (Customs Handling Import and Export of Freight) service has been awarded to Syntegra, BT’s consulting and systems integration business.

The new contract, which will take effect from 1 February 2002, runs for an initial five year period and immediately supersedes the current CHIEF contract with Syntegra (which had been due to run until January 2004). Although primarily geared to delivering CHIEF ‘business as usual’, the new contract provides significant commercial benefits to the Department.

The new contract builds on the Department’s successful partnership with BT in delivering freight systems and services, which goes back to the introduction of LACES at Heathrow Airport in 1971.

Continued provision of CHIEF by Syntegra was assessed to be the best value way forward to ensure business continuity and minimise risk to trade. This award underlines HMC&E's confidence in Syntegra as a quality provider of mission critical business services.

CHIEF (Customs Handling Import and Export of Freight) is the Department’s core declaration processing system and has been fully operational since 1994. It is one of the world's largest and most sophisticated electronic services for managing Customs processes for the international movement of goods.

CHIEF links more than 100 customs offices and 2,000 freight forwarders supporting 250,000 import and export traders around the UK. It handles over seventeen million import/ export declarations annually and is vital to collecting over £20 billion in customs duty and VAT for HMC&E each year.

As well as protecting revenues for the Treasury, CHIEF helps facilitate trade, provides key statistics for the nation (the UK monthly balance of payments for example, is largely generated from CHIEF data) and helps combat smuggling and other 'undesirable' activities.
