A partnership between a team in the Office of the e-Envoy, supported by a consortium including IBM Global Services and led by Cable & Wireless, has won the IT category in the 2002 Best Management Practice Awards for its work on the Knowledge Network, a web based community of government officials. The awards are organised by the Management Consultancies Association (MCA) and were supported this year by the RICS Management Consultancy Faculty and The Guardian.



The winning entry involved the development and implementation of a Government-wide, 24-hour electronic 'one stop shop' for policy briefing, facts and figures on agreed policy. The Knowledge Network enables officials in all government departments and associated bodies to communicate with each other and to share common, secure access to databases, discussion fora, web-based community sites and 'knowledge pools'. Currently, around 54,000 civil servants have access to the Knowledge Network though a web browser on their desktop computer.



The e-envoy, Andrew Pinder, says, "I believe this is a sizeable achievement of which the government collectively can be rightly proud. Having now had the chance to benchmark our progress against a number of overseas governments, we are confident that we are the first government in the world to have delivered this capacity. The project has entailed every single government department working in a co-ordinated fashion to a shared goal and to a degree that some might have thought impracticable or impossible."



Bruce Petter, MCA Executive Director, says, "The Knowledge Network has transformed the way in which government officials work together and has started to make 'joined-up government' a reality. The in-house team and the consortium responsible for the project provides an excellent example of a productive, flexible and highly effective public private partnership."



This year the judging panel consisted of Tony Smith, MCA president and MD of Kurt Salmon Associates, Lord Warner of Brockley, Chair of the Youth Justice Board, Lynne Peacock, CEO of Woolwich plc, Leo Murray, Director of Cranfield School of Management and Simon Caulkin, Management Editor of The Observer.
