Bournemouth Borough Council has become the 100th local authority to accept payments via the Girobank BillPay website at

It means 76,000 council taxpayers within the borough could potentially pay their bills this way - even if they do not have an online bank account. They simply need access to the internet and a debit card.

Registering to use the free BillPay service takes only a few moments and is carried out completely online. It uses secure, 128-bit encryption technology and, unlike some sites, details of your debit card are not retained on the BillPay servers.

The BillPay site is accessible 24 hours a day, making it a very convenient way to pay your bills while at home or in the office.

More than 150 organisations now accept payments via BillPay. In addition to the 100 councils, they include housing associations, utility companies and the Inland Revenue. On 31 January alone this year, over 700 people used the site to beat that day's self-assessment deadline - paying almost £1.3 million in last-minute tax to the Inland Revenue.

Graham Baughan, BillPay product manager, said: "Reaching the 100th council milestone now is particularly timely, with annual council tax bills again landing on the nation's doormats.

"No-one likes paying bills but we have tried to make the process as easy and painless as possible. The BillPay service is also very easy for councils themselves to implement, complementing the payment methods they already offer to residents."

Peter Hunt, Head of Finance at Bournemouth Borough Council, said: "We wish to give people living in our borough as much choice as possible in the ways in which to pay their bills. Girobank's BillPay service also means we are well on the way to achieving the Government's target of 100% local council services being possible through electronic means by 2005."
