Flexible Billing and Charging Solution Extends Mobile Operators’ Existing Business Models to Data Services

GERMANTOWN, Md., March 25, 2002 -

Megisto Systems, taking leading strides to enable mobile operators to realize maximum revenues from
their networks, today announced support for real-time charging for mobile data services within its Mobile Subscriber Service (MSS) architecture. Under the auspices of its Mobile Works™ interoperability program, Megisto’s solution allows mobile operators to use transaction measurement, processing, and charging systems from leading billing/mediation vendors to extend familiar voice billing and charging models to an array of advanced personal mobile data services.

With Megisto’s MSS charging solution, operators can bill for mobile data services based on how their subscribers are using the services and how often. Powerful new billing options for data services include separation of corporate and personal charges associated with the same account, freephone (toll free) and subsidised billing, including reduced charges for pay-per-minute, as well as premium number charging. The Megisto architecture helps operators immediately make all data services universally available to subscribers-even while roaming-enabling them to collect revenue in both prepaid and postpaid charging environments.

“Revenue leakage is a problem inherent in prepaid solutions,” said Gordon Saussy, co-founder, president, and CEO of Megisto. “Operators need to be able to deliver and charge for their services on a massive scale. Megisto’s solution is designed to address these issues and to enable them to extract maximum revenue through provisioning advanced services.”

Megisto’s MSS charging solution is unique in several dimensions:

§ Megisto allows operators to generate real-time usage metering and charging records within the home network. This feature dramatically simplifies the process of introducing new services, gives operators direct control of the billing process, and ensures that these services can be immediately made available to subscribers who roam outside of their home network.

§ Megisto’s solution makes all services available simultaneously to both prepaid and postpaid subscribers, thus giving users their choice of payment method. It also supports real-time prepaid authentication and balance “arming” as part of the subscriber session initiation, which is a critical requirement for operators with large numbers of prepaid subscribers.

§ Megisto integrates IP service delivery and charging, delivering usage information along with subscriber identity and service profiles to operator mediation and billing systems. By integrating the IP charging solution within its MSS architecture at the point of service delivery, Megisto alleviates the need for operators to install, configure, and manage separate platforms intended to simply collect usage information.

§ The Megisto solution can deliver all services at scale, which is essential to mobile operators with millions of subscribers. Megisto’s MSS is purpose-built to deal with large amounts of data that must be managed in real time when tracking subscriber usage and generating charging data records.

Charging Policies Tied to Personalized Usage Information

Megisto’s subscriber- and service-aware core enables mobile operators to tie personal usage information to subscriber service and charging policies, allowing operators to radically increase their range of service offerings. With the Megisto solution, operators can:

§ Deliver all services equally across prepaid and postpaid subscribers through support of real-time usage metering and transaction processing.

§ Charge by usage (packets/bytes or minutes), time of day, subscriber location, service cost, partner identity, and content type.

§ Supply free or subsidized services and recover charges from subscribers on behalf of content partners.

§ Debit subscribers’ prepaid account balance in real time and flexibly control authorization to use more of the prepaid account balance.

§ Give users incentives or reload credits to recharge their accounts.

"It is particularly important for wireless operators to implement flexible data network architectures that are capable of supporting granular services and facilitating increased revenue opportunities," said Philip Marshall, program manager at The Yankee Group. "Megisto's solution addresses these requirements by enabling wireless operators to implement services that are flexibly priced, packaged, delivered, charged, and billed in real time."
