- New technology will deliver better services at lower cost -

Essex County Council (ECC) has signed a ten-year strategic partnership with global consulting and systems integration business Syntegra. The £164 million contract will allow ECC to transform the way it delivers services by exploiting the latest technology and having access to some of the best business and technical expertise in the world.

It will pave the way for computer-linked schools, access to council services through digital TV and Internet kiosks and ‘paperless’ councillors. It will also allow the people of Essex to benefit from seamless communications between county and district services as well as health, the police, voluntary services and many other agencies. The ultimate objective for Essex is for citizens to have a single point of ‘extended hours’ contact for all regional public services.

The landmark partnership, one of the biggest of its kind ever established by a county council, was signed today following a rigorous selection process and more than 18 months of negotiation.

The wide-ranging agreement will enable ECC and Syntegra to deliver:

- Higher quality services at lower cost;

- New services and new ways of accessing services so that people can choose how they want to interact with the council;

- A new contact centre, as the first step towards ‘joined up’ council services;

- Technology that will streamline council processes making it simpler and faster to get things done.

‘We have taken this bold and imaginative initiative because we believe the people of Essex deserve the best and most efficient public services possible,’ said Lord Hanningfield, Leader of Essex County Council. ‘With Syntegra as our long term partner it will accelerate our drive to provide the people of Essex with the latest technology through the enterprise and investment opportunities that this internationally renowned organisation can provide.’

The contract will involve the transfer of around 100 ECC staff to Syntegra, which is establishing its own business and technology centre in Chelmsford. Syntegra will also be taking over the management of some 250 council contracts with third party suppliers, mainly in the IT field.

As well as upgrading the whole of Essex County Council’s computer and telecoms infrastructure, Syntegra will be working closely with the council’s senior management on a programme of strategic projects.

These include: plans for high speed, high capacity computer links between ECC and the county’s schools, allowing them to share information and resources; the introduction of an ‘E members’ service, cutting out councillors’ paperwork and giving them remote access to council data; and the development of Internet, kiosk and digital TV channels to broaden access to council information and services.

Syntegra has a track record of working with central and local governments around the world. In the UK it is currently working with other local authorities including the City of Edinburgh Council and Kent County Council.
