Freelancers Outside IR35 (FO35) is a new system launched by Shout99 ( which gives freelancers the tools to demonstrate they are outside IR35 without having to run the risk of penalties.

Many of the practical difficulties relating to IR35 have stemmed from the fact that freelancers were expected to operate in unknown and uncharted territory when making decisions about their status - but they had to risk living with the prospect that they could face heavy fines if the Revenue disagreed with their assessment of whether they were a 'genuine business' or a 'disguised employee'.
