2 September 2003 - Steria, a leading European end-to-end IT services provider, has been selected by Breckland Council for a Strategic Partnership to deliver a managed Information Communications and Technology (ICT) service worth £2.5 million over five years. Through the Strategic Partnership Steria will also work with the council to develop and deliver a programme of projects to assist the council in meeting its e-government targets.

The open tendering process started in August 2002 and attracted formal interest from six suppliers. A short list was chosen, and the tenders received were thoroughly evaluated under an extensive range of criteria.

The managed contract replaces the previous arrangements with an external contractor for ICT support. Steria will work in partnership with the Council to transform its public services. This will be achieved through the delivery of services electronically, meeting the Government’s expectation that by the end of 2005 Councils are able to deliver all suitable services through electronic means.

The projects will deliver a range of integrated services enabling residents in Breckland to access their personal information and conduct their business with the council without necessarily having to visit the council offices or telephone during traditional opening hours. The projects include an improved website for online transactions, a call centre for personalised queries and an online portal for community information. Providing support for council officers and members to help them deliver better services to the public, and facilities such as remote access to improve the working lives of the Council’s employees are also to be undertaken

The result will benefit this rural community by providing a flexible infrastructure that enables the public to interact with the Council at a time and place of their choosing, using a contact method that meets their needs.

Councillor Paul Claussen, Executive Member of Breckland Council, said, “We chose Steria as our Strategic Partner because of its proven ability to deliver best value through its successful IT managed services projects. Its strong e-government capabilities will also help the Council meet the Government’s targets which we are keen to do in the interests of Breckland residents. Not only does Steria’s tender offer excellent value for money, the team also demonstrated a real understanding of the council, our requirements and our objectives.” He added, “It’s also particularly pleasing to be partnering with a company that has a major local presence through their superb work with Norwich City Council on the 15 year Norwich Connect programme".

Richard Crade, Director of Managed Services at Steria commented, “We are delighted to have been awarded a Strategic Partnership by Breckland Council in the face of such stiff competition. We have a strong presence and commitment to the East Anglia area through our work with Norwich City Council and working with Breckland Council further consolidates this. We are looking forward to working with the Council to achieve further improvements in service delivery and supporting their longer term objectives for the people of Breckland."
