London, April 07, 2004 – Comverse, a unit of Comverse Technology, Inc. (NASDAQ: CMVT), and the world’s leading supplier of software and systems enabling network-based multimedia enhanced communication services, today announced that Uralsviazinform, the Ural region’s largest fixed and mobile service provider, has selected Comverse’s Real-Time Prepaid Intelligent Network (IN) Solution, Intelligent Short Message Service Center (ISMSC), and “Who Called” call completion solution.

• Comverse Real-Time Prepaid IN Solution, with CAMEL-2, provides real-time authorisation for voice and data service usage to ensure that customer account balances do not drop below zero. The system can inter-work simultaneously with many different switch types, a critical capability for Uralsviazinsform, a united company operating in seven regions with different legacy systems. Replacing an existing prepaid system, the Comverse Real-Time IN system allows Uralsviazinform to offer more sophisticated service packages and support the anticipated growth in the prepaid market.

• Comverse ISMSC boosts Uralsviazinform’s SMS capacity in order to meet increases in SMS usage (personal messaging, system notifications, and SMS applications) and to handle high peaks in demand caused by special events and popular SMS applications.

• Comverse “Who Called” increases call activity by notifying users by SMS of calls made to them while they were unavailable. Subscribers return many of these calls, generating new traffic.

Mr. Ribakin, CEO at Uralsviazinform said, “We are a service provider with unique requirements. We use a variety of base stations and switches, and we have both wireline and wireless subscribers. Comverse understood and addressed our needs quicker and better than anyone else, providing a strong roadmap to a converged Real-Time solution (voice and data, fixed and mobile, and post- and prepaid subscribers). Comverse’s comprehensive solutions met our demanding deployment deadlines. We greatly appreciate Comverse’s strong marketing support, and now our subscribers can quickly benefit from these new services and advanced capabilities.”

Rafi Charit, Regional Manager at Comverse said, “Uralsviazinform is a forward-looking and fast-growing powerhouse and we are proud to have earned a prominent role in this new account. Comverse Real-Time Prepaid IN Solution, ISMSC, and “Who Called” have each been selected and deployed by many operators around the world, and we rank among the industry leaders in the numbers of deployments of all three solutions.”
