NDNA Head Office Yorkshire, 16 March 2005 – National Day Nurseries Association (NDNA) welcomes today’s Budget announcements that reaffirm the Government’s commitment to investment in early years childcare and education.

On the subject of the provision of an additional one million childcare places and 3500 Children’s Centres by 2010, Rosemary Murphy OBE, Chief Executive of NDNA comments: “Whilst we believe strongly in the integration of services in children’s centres, we must be careful not to jeopardise the infrastructure that we already have in place. It is vital that Local Authorities carry out thorough audits of the need for childcare places before the investment is made. Every childcare place must be needed, otherwise we risk wasting the investment already made in our existing provision by creating too many places.”

NDNA has been campaigning for the abolition of VAT on childcare capital investments since 1995 and therefore welcomes the proposed refund on the VAT of childcare and children’s centre investments to Local Authorities. Rosemary comments: “We hope that this refund will be the first step by the Government towards reducing or abolishing VAT on capital investments made by all childcare providers. If we are to encourage private investment in the development of children’s centres then all providers need to be on an equal footing with the Local Authorities.”

NDNA also acknowledges the announcement that the Government is allocating an additional £25million in 2006-07 and 2007-08 for early learning partnerships. Rosemary adds: “We hope that the experience and expertise of day nursery providers will be fully utilised to maximise this investment.”
