With more than double the levels of Budget traffic than last year’s Pre-Budget Report, HM Treasury’s website bears testament to the increasing reliance on the Internet to deliver real-time information. March 16th, 2005 witnessed 1,984,863 successful hits and 45,281 visitors to www.hm-treasury.gov.uk, almost all of which were looking for budget information. This was in addition to Budget information being available on Government News Network, FT.com and BBC websites.

506,652 pages were viewed over the course of the day, up more than 63,000 from last year. The budget index page was viewed 61,459 times, the budget speech received 8,556 page views and there were between 4,000 and 9,000 downloads each for individual chapters and the documents released alongside the Budget.

Behind the scenes, ensuring a robust and secure operation was System Associates’ Internet technology. 10 servers, supporting data delivery up to 70 mbps, were used to support the expected surge of traffic, four of these were web servers. Content remained secure on a separate server, while System Associates’ content management technology allowed embargo dates and times to be allocated to time-sensitive information. This embargoed information was loaded to the site at the end of Gordon Brown’s Budget Speech.

David Macken, managing director of System Associates comments: “We have worked with HM Treasury for three years and each year is as challenging as the last. Typically, www.hm-treasury.gov.uk averages around 13 million visitors each month and site traffic can treble during Budget month. As a pre-election Budget, we knew we would have record levels of site traffic and we therefore provided an architecture that would comfortably accommodate vastly more than our estimates. Load tests established that the site could handle six million page views per day per server.”
