RPI Ltd Selects PAOGA Global Technology Platform for Storing and Maintaining Home Information Packs Through Secure, Online Subscription Service


Personal records management specialists, PAOGA Ltd, today announced that it has been selected as the global technology platform of choice by Real Property Information (RPI) Ltd for the delivery of its Home Information Pack service aimed at solicitors and estate agents. The RPI service is the industry’s first fully comprehensive, on demand, online service for the creation, transmission and storage of property purchase information and associated data in accordance with the Housing Act 2004.

RPI is a Web Services Operator providing an online service designed to eliminate the cost burden, administration, compliance and retention requirements of manually storing and maintaining Home Information Packs, known as HIPs, through its secure, online subscription service. The Housing Act 2004 imposes a legal obligation on vendors of vacant residential property in England and Wales, or their agents, to have available a HIP at the time of offering for sale. HIPs will typically include information such as terms of sale, property title, copies of leases, guarantees of any work carried out on the property, copies of planning regulations, local authority searches, and other relevant correspondence, as well as a home condition report, including an energy efficiency assessment. HIPs will form a pre-requisite for participation in the housing market in England & Wales – without one, it will be unlawful to offer a property for sale.

The PAOGA global technology platform enables Web Service Operators to deliver secure Personal Knowledge Banks for an individual’s data. Built on Microsoft .NET and MS SQL server, the PAOGAplatform is a system allowing application developers to create very secure, high performance Web Service and Internet applications with the required workflow for legal compliance and a knowledge base of legislation governing the use and distribution of personal information. Estate agents, solicitors and other industry participants can simply turn the application on and off, paying on a monthly subscription basis.

The RPI service is just one example of how the PAOGA platform can help eliminate the cost burden and long term retention of compliance requirements through better management and visibility.”

There are currently about 4 million residential properties offered for sale every year in England and Wales. Data relating to property purchase is usually retained for a minimum of six years. Logistically, a paper system will overwhelm most industry participants, and will be expensive in terms of consumables, labour and additional premises costs. Anticipated conservative costs are £10-£12K per office for an estate agency group with 500 offices, rising to £15k per office for smaller groups. RPI is targeting Estate Agents and Solicitors as the principal beneficiaries of its service, as they will derive significant savings in time, consumables and money by using the system. Links to other property industry suppliers, such as surveyors, engineers, money lenders, building and contents insurers and the like are currently under development.

Subscriptions to the RPI service are in the order of £20 per month per user. Price per pack will apply – price to be announced nearer launch date. RPI is the latest Web Services Operator to standardise on the PAOGA technology platform. PAOGA is currently working with a number of Web Services Operators in other compliance driven markets, including Data Protection, Employment and Human Rights in Pharmaceutical, Healthcare and Transport.
