There are real concerns about the safety of children on their way to school, with the recent abduction of Rory Blackhall in West Lothian being the most recent reminder on the vulnerability of children. Additionally, the rising numbers of truancy from schools, recently reported to be 77,000 a year in the UK, has brought the issue firmly into the public domain within the last few weeks.

The 'Working together to Safeguard Children' Act (1999) places a general duty on schools and other educational services to co-operate with other agencies in the protection of children. Staff are already busy at the beginning of the school day, so schools need to address the easiest, most immediate way of informing parents and guardians of a child’s absence. A simple message such as 'student/pupil not here' can be delivered in around 7 seconds, which is much faster than a phone call.
