London, UK, - January 28th, 2009 – Kainos, ( a leading IT consulting company, has today announced the successful delivery of the first phase of a sophisticated information management solution at Havant Borough Council. Core to the solution is the Meridio document & records management technology, integrated with Kofax’s data capture solution and a workflow system from K2. The solution which is being delivered across the council in phased implementations is already delivering tangible benefits and responding to the government mandate for improved information visibility.

The team at Havant selected Kainos as its Information Management delivery partner some eighteen months ago following a rigorous procurement process, based on the Catalist framework. Havant’s decision to implement an integrated information management platform across the council is driven by a need to handle Freedom of Information (FOI) requests more speedily and efficiently; a response to the government agenda to make councils more efficient, information more visible, staff more productive; and importantly as the council considers it’s future accommodation requirements, it is an opportunity to streamline processes and reduce reliance on paper.

Ross Morley, Smart info Data (SID) programme manager at the council explains, “Paper is a nightmare – not only because of storage costs and the inconvenience of constant filing and re-filing but it is very exposed to being lost or damaged through fire and flood. The amount of time and expensive resource that is wasted wading through paper, not to mention the inconvenience to the customer in service delays and poor response times, is staggering.” Ross continues, “Thanks to the new electronic document management system we are on track to reduce our paper documents significantly. Whilst the Council has a good record of managing FOI requests, it is currently far more laborious and time consuming than it needs to be. By searching electronically we are looking forward to seeing a dramatic reduction in the overheads needed to respond to requests for information, not to mention the re-assurance that our searches will be complete”

Havant first introduced electronic document management into its Environmental Services department where staff are now beginning to see the benefits of an electronic way of working and the resulting productivity improvements. Next on the list is Development Services where planning applications and building control documents will be scanned and made available electronically as part of a comprehensive transformation of the service. Services are now seeing a reduction in the time that specialists spend doing admin work freeing them up to handle more important tasks.
