Insight UK, a Fortune 500 global hi-tech leader, has been selected by the Welsh Assembly as one of the suppliers for a new framework agreement for the supply of computer hardware. Such framework agreements exist in order to accelerate procurement cycles for public sector projects while complying with the European Union Directive regarding how public money is spent.
The Directive requires that all contracts with a value of over €99,000 are advertised in the Official Journal of the European Union (OJEU) and a lengthy tender process is entered into.
“The prescribed time frames set out by European Directives mean the shortest time a public sector agency can go through the OJEU procurement process is about three months,” said Guy Beaudin, Public Sector Business Development Director at Insight UK. “That’s not conducive to doing spot deals or deals that are just over the €99,000 threshold. Therefore agencies set up supplier frameworks that have gone through the OJEU criteria so they can award contracts from among those suppliers without having to start a new process each time.”
The Welsh Assembly’s IT Equipment and Supplies (ITEAS) framework was initially planned to cover four areas: clients and devices, network infrastructure, servers and printers. However, the Assembly has so far selected framework suppliers for the client devices and printers lots. The Welsh Assembly’s approach to such frameworks is unusual because it is one of the few agencies that doesn’t charge a levy to users for the use of the framework.
“We are delighted that Insight has been successful in being awarded a place in the clients and devices framework,” said Beaudin. “It means Insight will be working with the major OEMs to provide client devices into the Welsh Assembly.”
Significantly, no original equipment manufacturers (OEMs) have been selected for this framework. “The last time this contract was awarded there were a lot of direct selling OEMs, including the major manufacturers, in the framework,” added Beaudin. “This time around there isn’t even one and that works well for us as Insight can provide unbiased independent advice across the full spectrum of technology providers.”
