Telcos unready to meet emergency calls regulations by the end of 2012 deadline have been thrown a lifeline by German market specialist Telsis. The services-to-infrastructure vendor has unveiled a non-disruptive plug-in solution that automatically adds location information to calls made to emergency numbers.

Three regional operators have already placed orders and Telsis’ German sales and support team is talking with others.

Quick to install, the Telsis ESLI solution allows ultra-rapid compliance with the emergency calls regulations. It is based on a specially licensed version of the proven Telsis Ocean 2280 IN Application Server.

Supporting both INAP and SIP signalling, the 2280 is currently supporting commercial services with a wide range of German operators, including Telefónica Deutschland, EWE TEL, VSE NET and M-net.

Unlike alternatives, the Ocean 2280 enables multiple data intensive services to be run simultaneously, including number portability, access screening, number translation and intelligent call routing. The platform is also equipped with its own drag-and-drop service creation environment enabling the fast creation of custom services by telcos’ own staff or their nominated third-party programmers.

In the emergency services role, the Ocean 2280 is licensed initially only to support the Telsis ESLI service. Network switches trigger IN queries for any calls made to emergency numbers. The Telsis ESLI service interrogates the operator database to discover location information, then passes it to the appropriate switches using a national specific INAP extension. Calls are then delivered to police, fire or paramedic operations centres along with the required location information.

The ESLI solution was tested with the cooperation of the in-house engineering team at long-term Telsis customer EWE TEL. Jörn Krieger, the telco’s manager of technology planning, said the process gave him and his colleagues a rare insight into the rigour and discipline Telsis applies to product development. “But it was quick as well – two weeks and the solution was ready for deployment. The confidence and expertise we saw demonstrated showed why Telsis is consistently first with solutions to German market challenges.”

Operators deploying the ESLI solution have the option to license full Ocean 2280 operability immediately or at any time in the future. Telcos that already have Ocean 2280s in the field can simply add ESLI licences to their existing platforms.
